1) the light speeds back up again. You should not interpret the lower speed to mean lower kinetic energy, that seems to be a common conceptual problem in the responses above. "Snell's Law" is a good hook to get more info.
2) the light from the far side of the universe is *redshifted* but still comes in at velocity=c. Look up "Doppler Effect" or "redshift" to get more info.
